Ambassador of the Kingdom of Belgium to the Republic of Bulgaria

Paul Lambert combines over 25 years of diplomatic experience. Most recently, from summer 2020 till summer 2024, as Deputy DG ICT, Mr. Lambert was heading the cybersecurity department at the Belgian Ministry of Foreign Affairs. He pushed for high user acceptance of broad cybersecurity to achieve long-lasting changes (mass roll-out of modern endpoints, introduction of an anti-phishing platform, a DLP scheme, phasing out of Bring Your Own Devices) and pushed for a pilot project on the use of AI to render official data more readily available.
During his previous tenure, from 2016 till 2020, Mr. Lambert was the Belgian Consul General in Shanghai, where he contributed to the success of a large Trade Mission which led to new commercial ventures in the sports area, notably regarding football.
At CONNEXUS 2026, Ambassador Lambert joins the panel "The European Union's innovation attraction power in the Black Sea region", together with Michael Roux, Ambassador for the Eastern Partnership and the Black Sea, Ministry for Europe and Foreign Affairs of France. Moderated by Emil Tsankov, Chairman of the Board, ICT Cluster Varna.
